Not to mention that Atlantis has a very adversarial relationship with the surface world, having gone to war with multiple countries over its history.

Atlantis is one of the nations on Marvel’s Earth-like Wakanda, Latveria, and Attilan that is closed, paranoid, inaccessible, and secretive but that everyone has to pay attention to at all times. And as its king, this means that everyone has to pay attention to Namor himself.
